Tiamat becomes a reflection of the entity Hell sometime in the very far off future. Thus the Icon loses but performs a mutual kill of sorts in the long term. Taimat needs ramp up time so does the Icon of Sin but the Icon of Sin's time table is likely much less based on the urgency to defeat it. Tiamat's ability to return to Earth does not work because Earth's entire dimension became a part of Hell, there is no out. Being extra immortal is not that great against Doom Hell. Wait aeons of aeons and Hell perverts Tiamat's concept.

Icon loses but Hell wins in the long term. Hell itself exists as a one of entity for all of Doom universe(s) and any parallel universes.

Technically the Icon of Sin bypasses two of three layers of immortality. Technically everything in Doom is immortal to an extent (souls/matter) and ends up in Hell via some mechanism eventually, Hell transfigures and amalgamates but on an extended time scale of aeons. Sadly the Icon of Sin cannot kill Primordial beings, Only Davoth or Doom Slayer have the ability to kill primeval beings in Doom and they are not the Icon of Sin. Obviously opponents are not going to stand there waiting for this to happen, Tiamat's immortality is not as immortal against the Icon of Sin. If allowed to do so the battle would then take place in Hell and the entire dimension Earth belonged to is amalgamated into Hell. For example wiping all life on Earth is within its capability and breaking down reality.
